This division is responsible for the distribution of federal funds to 37 participating Morris municipalities to fund a wide range of projects. Assists participating municipalities and eligible non- profit organizations. This division also provides housing rehabilitation assistance to low income homeowners.

Responsible for developing county master plan, reviewing subdivisions of land and site plans, advising freeholders on planning matters, and providing information for individual citizens, industries, public service groups and government officials. Maintains aerial photographs of the county and acts as the depository for U.S. Census data. Coordinates the process of cross acceptance planning with state and municipalities.

In accordance with policies established by the County Agriculture Development Board and the Open Space and Farmland Preservation Trust Fund, this program is designed to preserve farmland in Morris County. Development rights on certain parcels are purchased with County, State and local funds. Administers the Conflict Resolution Process under the Right to Farm Act and development of site-specific agricultural management practices for eligible farms.

Serves the county through regional transportation planning. Secures federal and state funds for road, bridge, railroad and other transportation projects. Composes the Circulation Element and Bicycle and Pedestrian Element of the Morris County Master Plan. Supervises two county-owned freight rail lines, runs a county-wide traffic count program, subsidizes the NJ Transit-Morris County Metro bus service and provides planning assistance to municipalities.
